RepresentativesofDallas/FortWorth International Airport (DFW) andDallasAreaRapidTransit (DART) celebratedamajormilestone for theDallas/FortWorth metropolitanareawith the commencement ofDART light rail service toDFW International Airport on Aug. 18, 2014. The thirdbusiest airport in theworld isnow connected to the longest light rail system inNorthAmerica. DFWAirport now joins ahandful ofU.S. airportsoffering direct rail servicebetween the terminal areaand the city center. Althoughanewaddition to theairport landscape, thevisionof direct rail service from the city center to the airportwas aplanned component since the inceptionof theDallas/FortWorthRegional Airport Boardover 40 years ago. Thefinal five-mile segment ofDART’sOrange Line which includes thenewDFWAirport Stationat Terminal Awas completedaheadof scheduleandunder budget. “TheDARTStationat Terminal Awasoneof themore
Airport andquitepossibly theNorthTexas region,” saidDFWAirport’s VicePresident of AirportDevelopment andEngineeringPerfectoSolis. Thepassenger stationwasplanned, designedand constructedby DFWaspart of theTerminal Renewal and Improvement Program (TRIP). Thenewpassenger stationat Terminal A serves as a front door toDFW and the stationarchitecture represents theDFWbrand. Theairport uses tensile fabric canopies for surface transportationelements andmost of the stationplatformandwalkways are coveredwith them toenhance the overall aestheticof the station.Oncepassengersdisembark fromaDART train, a shortwalkwill take them to thenewly renovatedTerminal A. WashingtonDC’sMetrorail Silver LineOpens WASHINGTOND.C. - Phase1of theWashingtonD.C.Metrorail Silver LineProject—oneof the largest andmost complex rail constructionprojects in the country indecades—opened for revenue serviceon Jul. 26, 2014. The11.7-milewestward extensionof theD.C.Metrorail systemprovides direct access fromdowntownD.C. to the communities of Tysons Corner andReston in Fairfax County, Virginia. Ridership in thefirst week of servicewas impressivewith almost 220,000 trips taken. Lea+Elliott continues as part of the teamworking for theproject’s sponsor, theMetropolitanWashingtonAirports Authority, that is now focusingonPhase2of theProject. This next phasewill extend the Silver Line another 11.4miles farther to thewest, toDulles International Airport andbeyond, with revenue serviceexpected in2019.

Theadditionof the rail station is a game changer for theairport and the region. It puts theairport onparwithother global airportswithadirect rail connection. Lea+Elliottwas involved throughout theplanning, design and constructionof thefinal segment of theOrange Line representingDFWas theProgramManager overseeing the DART constructionaswell as thedesign, constructionand implementationof thenewDFWAirport Station. PHXSkyTrain®ExpandingService toall Terminals PHOENIX - InApril 2013, Phoenix SkyHarbor International Airport’sPHXSkyTrain®beganpassenger service from theValley Metro light rail stationat 44thStreet andWashingtonStreet and East EconomyParking to theAirport’s largest terminal, Terminal 4, servingabout 80%of SkyHarbor’s customers. Earlynext year, thePHXSkyTrain®will expandpassenger service toall Sky Harbor terminals. ThePHXSkyTrain® teamhas completed the constructionphaseof theexpansion that includes 3,500 feet of newguidewayandanew stationat Terminal 3. Teammembers areactively testingand commissioning theexpandedoperating system toprovide this expanded servicebeforenext year’s Super Bowl. WASHINGTON, D.C. - After 30years as a technical document specialist and theadministrativemanager of our WashingtonD.C. office, DonnaHeid retired in July2014. Shemanagedand coordinated thepreparationof APM system technical specifications and assisted in thepreparationof proposals,
presentations and reports. Donnawas apart ofmany large Lea+Elliottprojects includinga recent task toassist in closingout administrativedocuments aspart of the successful openingof the DullesMetrorail Silver LinePhase I. Donna supervised thework of support personnel and supportedmanyplanningdocuments and successful proposals.Othermajor projects sheworkedon included technical specifications for theWashingtonDullesAirport APMand theKuala LumpurAirportAPM,where sheworkedon- siteas the soleadministrativeperson inpreparationof technical specifications andevaluationof proposals. The recent newsof ahuge industry acquisitiongotme thinkingabout “bigness” andwondering if being a reallybigfirm is reallygood. I’m sure it is agood thing for some firms and some clients; but itmade me realizehowglad I am that Lea+Elliott is the sizewe are. Our sizeandour focused transit/transportation expertisegiveus advantages that are tangible. For example,wehave cultivatedanenvironmentwherebeing nimbleandentrepreneurial areexpectedand valued. That meanswe can take thetime to think carefullyabout how tobest serve theneedsof each client inaway that isbest for them.We canexploreoptions, researchalternatives, andexaminenew ideas. And sinceweareall experts in thisfield, our staff is constantly learning fromeachother. Beingamid-sizedfirm,wedon’t have theencumbrances of bigoperationsdepartments and complexpolicies and procedures andbusiness systems.We can changequickly, adapt easily, and regroup tomeet a client’s changingneed aswell. Wedon’t dobureaucracyandwedon’t get stuck in ruts.We love transit and transportation, soweput a lot of timeandeffort intoamassingdatabases and libraries to expandour knowledge. This freedom to thinkand learn hasmadeus leaders in innovatingnew industrypractices. It allowsus to leadmost of the technical advances inour field. Thebottom line in consulting ispeople. I know I’m biased, but I alsoknow thatwehavea tremendous staff of technical experts thatwill stackupagainst anyfirm… nomatter howbig theyare! I am soproud toworkwith thepeopleof Lea+Elliott.

Fruition. That first rideonabrandnew transit systemflashesmemoriesof theproject’sfirst clientmeeting when these cars, these tracks, this routewerenothingmore than ideas. Theprocess runs through initial concept designs towritingprocurement specifications; then theproject is awardedand the cyclebegins, throughdesign reviews, procurement, installation, testingand commissioning. It is all rewarding, but not until thiswork results ina successful system; that iswhenScottSipesfinally feels satisfied. Scott joined Lea+Elliott six years ago, today servingasmanager of engineeringprojects in the Miami office. AlthoughScott is relativelynew to Lea+Elliott, hehas a longhistorywith thefirm throughhis years as aprojectmanagerwithBombardier Transportationwherehewas responsible for all aspectsof projectmanagement formultiplemulti-milliondollar, turnkey transit projects. Nowon the “other sideof the fence,” Scott takespleasure inworkingonbehalf of anowner. Heenjoys the responsibilityofworking tomeet theowner’sneeds andassuring that aproject isdeliveredaccording to the contract. “I oftenhave to tell contractors and suppliers things they don’t like tohear, and that isnever easy,”he says. “But our job involves theenforcement of contracts, so sometimeswehave todohard things. We strive tobebothfirmand fair in this role.” Whenaskedhowhebuilds client trust, Scottquickly says: “That’s theeasypart forme.
