PHOENIX – The PHX Sky Train® Stage 2 at Phoenix Sky Harbor International Airport (PHX) received the first vehicle of its new fleet Oct. 20, 2020. By the end of the year, Phoenix should receive a total of 12 new vehicles. The Innovia 200 vehicles are manufactured by Bombardier Transportation. Vehicle manufacturing began in June 2019. Currently, 18 car shells have been delivered to Pittsburgh for painting, final assembly, and testing. The entire fleet is expected to be on-site by the end of October 2021. Beginning mid-2021, Bombardier will begin a vigorous testing and commissioning program. The test program will take a year to complete. Bombardier will conduct over 300 test procedures that test over 20,000 discreet technical requirements with the last step demonstrating the System is safe, reliable, and ready for passenger service. Stage 2 includes approximately 2.5 miles of dual- lane guideway, two stations, operational and failure management crossovers, a west-side siding track, three propulsion power substations, 24 additional vehicles and an expansion that nearly doubles the size of the currently operating Maintenance & Storage Facility. Maintenance Recovery Vehicle and Maintenance Service Vehicle storage and an automated car wash. The PHX Sky Train® began operation of Stage 1 in April 2013. The Stage 1 System includes an intermodal station at one of Phoenix Valley Metro’s light rail station and at the East Economy Parking lot that connects to Terminal 4¬the Airport’s busiest terminal. Stage 1A extended the System to Terminal 3. Stage 2 is the System’s final stage and will connect the existing System to West Economy Parking and to the Rental Car Center. The Rental Car Center is one of the busiest in the country and will serve the most passengers on the System. Lea+Elliott has been the System Designer and Owner’s Representative, working on planning for the project since 1999 and on project implementation since 2003. Lea+Elliott’s services for the project includes planning, procurement, design, construction oversight, manufacturing oversight, implementation, and testing of all three stages. Stages 1 and1A of the System have been a huge success. Stage 2 of the System connects the final and most important leg of the System. Lea+Elliott has five on-site professionals and another 10 APM experts supporting the Project. PHX Sky Train®’s Project Manager and Lea+Elliott Associate Principal Darryl Jaquess believes the professionalism and the expertise of the staff working on the Project have been the keys to success of the Project and delivering a safe and dependable System to the client. Once the Stage 2 expansion is complete, all remaining bus operations at the
Airport will be discontinued, improving air quality, easing roadway and curbside congestion, and further enhancing the passenger experience.

The Lea+Elliott team will miss Dave Casselman, who is retiring after 32 years with our firm. He has been a principal for almost 30 years, 25 of which he was also a regional director and executive vice president. “He and I worked closely together on many company issues and I consider him one of my closest partners,” said President/CEO Jack Norton. Dave will be available on an advisory basis after his retirement to provide continuity on some projects and to support critical client issues. Associate Principal Scott Kutchins, P.E. was named Deputy Regional Director for the Central Region. He will collaborate with the other regional directors to balance work within the region and throughout the company. He will also be a member of the Core Management team and participate in the Regional Directors meetings. Lea+Elliott Chairman, Diane Woodend Jones, AIA, AICP, is now our company’s Executive Vice President .

APM guideway construction underway at LAX

prior to the 2028 Summer Olympics in Los Angeles. Approximately $12 billion of the $14.48 billion CIP has been awarded for construction, with over $5 billion worth of the work performed. Major CIP projects at LAX include terminal upgrades and modernizations throughout the airport and the Landside Access Modernization Program, which includes a new Consolidated Rental Car Facility, Intermodal Facilities, roadway improvements, and the APM to enhance the traveler experience and give customers time-certain access to terminals.
LOS ANGELES – In September, concrete was placed for the first segment of the 2.25-mile-elevated guideway of the APM project at Los Angeles International Airport (LAX). Work on the guideway segment, which is located due west of the future Intermodal Transportation Facility (ITF)-West station near 96th Street and Vicksburg Avenue, was enabled by the prior erection of falsework and assembly of formwork into which the reinforcement bars and concrete was placed. “Our vision for LAX is taking shape and the changing landscape serves as a reminder that our future remains bright,” said Justin Erbacci, Chief Executive Officer, Los Angeles World Airports (LAWA). “We are reimagining every step of the airport journey, and now can start to see how our Automated People Mover train will provide an exciting new way for our guests and employees to get to and from LAX.” As the APM System Consultant, Lea+Elliott is providing design and construction oversight support to LAWA for the APM Operating System, which includes guideway, stations, Maintenance and Storage Facility (M&SF), and power at LAX as well as vehicle manufacturing, wayside equipment manufacturing, and software development for the Automatic Train Control system through our Pittsburgh office. Lea+Elliott continues to support LAWA in the development, oversight, and implementation of its 10-year Capital Improvement Program (CIP), made up of upgrades at LAX, VNY, and in their surrounding communities. The CIP consists of 104 projects with a total budget of $14.48 billion, to be completed

Lea+Elliott wins MBTA GEC Contract BOSTON – The Massachusetts Bay Transportation Authority (MBTA) awarded Lea+Elliott a four-year “on-call” task order contract in June 2020. The contract is under the Capital Delivery department and has the lengthy title of “General Engineering Consulting Services for Design and Construction Phase Services for Infrastructure and Facility Improvements, Modernization and Reliability Projects.” Tasks are expected to focus on both project delivery and systems-related tasks (signals, communications and power). Lea+Elliott Project Manager Larry Miller, P.E. is excited about the opportunity to serve MBTA as a prime to demonstrate our deep technical systems knowledge and practical approach to problem solving. The team’s first assignment, which wrapped up in November, was for an Independent Design Review for a Commuter Rail Fiber Optic Resiliency project. In 2017, as part of MBTA’s efforts to meet upcoming deadlines for implementation of Positive Train Control (PTC) across its commuter rail network, they installed hundreds of miles of aerial fiber optic cable to interconnect PTC and Automatic Train Control (ATC) bungalows and cabinets. Boston winters, with their frequent wind, snow, and ice storms, make maintaining connectivity a challenge. As such, MBTA is proceeding with a resiliency project to replicate the aerial system underground with a Design-Build (DB) project to be advertised early in 2021. Lea+Elliott reviewed the 15% and 30% design submittals that covered over 240 miles of track along twelve lines on more than
INGLEWOOD, CA – The City of Inglewood, the future locale for the 2022 Super Bowl and 2028 Olympics, is developing the Inglewood Transit Connector (ITC). The ITC will be a state-of-the-art automated transit system that will connect Inglewood residents, employees and visitors to the Forum, the future Los Angeles Sports and Entertainment District (LASED) development and the recently approved Inglewood Basketball and Entertainment Center (IBEC) activity center. The ITC will be a 1.6-mile-long, elevated system that will serve three stations and connect to the LA Metro Crenshaw Line, which is currently under construction. The City of Inglewood is undergoing a historic transformation with entertainment, retail, residential, and commercial developments planned and in progress that will revitalize Inglewood into the City of Champions. The City is actively pursuing opportunities to bring housing and employment to the City, while supporting new and revitalizing existing commercial areas. The ITC will provide critical transit connections and event-traffic mitigation for the existing and future residents and employees of the City, including for disadvantaged and low-income communities. The ITC will be in operation well in advance of the 2028 Olympics. The Lea+Elliott team integrated automated transit requirements with design aesthetics for the project definition development. We, along with major subconsultant SOM, are excited to continue working with the City and its other consultants to advance the ITC through the final planning and future procurement phases.

550 sheets. The proposed communications system consists of one innerduct system with a 96-strand single-mode fiber optic cable for the PTC/ATC system, along with a spare set of innerducts. To allow for future commercial entity use, an additional innerduct system, including one 288-strand single-mode fiber optic cable, and a spare set of innerducts will also be provided essentially in the same trench. The awarded GEC contract is for Service Category 4 - Transit Oriented Development (TOD) projects and other discrete Capital Program needs, such as single discipline designs/reviews, peer reviews, value engineering, cost estimating, design and construction change order negotiations, resiliency studies/design, and constructability reviews. Project delivery-related assignments might include efforts to help with structuring joint development opportunities and other alternative project delivery methods, such as DB or Design-Build-Operate-Maintain. The proposal team of Larry Miller, Crystal Oczkowski and David Little began work in November 2019 assembling the team of professionals and preparing the proposal as the prime contractor for the January 2020 submittal. Working effectively from three separate offices, they produced a high quality proposal, largely due to Crystal’s creative and flawless work. Lea+Elliott looks forward to using the experience gained from this proposal and task orders to springboard to more opportunities to serve MBTA.
Let’s get to work When we look back on 2020, we will all have a story to tell. This has been such a crazy year. Let’s just hope we don’t have to put up with this pandemic much longer. I will say though, that I am very
proud of the Lea+Elliott team. Our business has operated efficiently and effectively with our folks working from home. We have all the IT tools we need and we have become adept at video conferencing. We really haven’t skipped a beat. Our planning and design activities are moving forward as normal and our clients are very comfortable with our work-from- home approach. One of our biggest challenges is getting the right resources on-site at project locations, but we have found some creative ways to meet those challenges as well. So now, with the election behind us, I hope the incoming leaders will move forward aggressively on a stimulus bill that will generate funds for infrastructure development. There are many highway, transit and airport projects that are shovel ready. Investing in those could stimulate the economy and bring about many new jobs. Getting people back to work should be a priority for our elected officials. And now, with encouraging results from vaccine trials, our clients can look forward to once again getting back to doing what they do best. Sadly, our airport and transit clients have been really hurt by the pandemic. It will be so great when they can begin to see a return to normal levels of travel. As we usher in a new year, let’s look forward to getting back to somewhat normal lives. While we have been challenged in so many ways and on so many levels, we have learned a lot about ourselves, our abilities and our resilience. Here’s to 2021 and to hope. May we all have a very good year.

Meet Woranon (Pui) Leelasvatanakj
Woranon Leelasvatanakj is a beautiful Thai name; but it’s a tough one for most of us to pronounce— so we just fondly call her Pui. With an M.S. in Energy Science, Technology and Policy from the College of Engineering at Carnegie Mellon and a B.S. in Telecommunications Engineering from King Mongkut’s Institute of Technology in Bangkok she brings unique and valuable skills to the Lea+Elliott team. On top of an exceptional educational background, she has also worked on many of our clients’ projects, such as the PHX Sky Train® and the DFW Skylink while working for Bombardier. She also previously worked for Bombardier, helping bring success to some very notable APM and transit projects worldwide. Today, Pui is located in our San Francisco office, serving as an integral team member on the Honolulu Authority for Rapid Transportation (HART) project for which our firm serves as the Core Systems Oversight
Consultant. She provides diverse expertise involving design documents, drawings, test procedures, manuals, witness inspection and testing of communications subsystems. She travels frequently to the project site to provide engineering support and to represent HART in pre-bid activities. “The most interesting part of my job is the opportunity to wear many hats and work with different teams,” Pui says. “I am thankful to be given opportunities to learn new things every day.” Pui is energized by the unique qualities of the HART project and is intrigued by the opportunity to help solve the area’s difficult and growing urban traffic problem. “HART is the first light metro rail system that offers driverless transportation in the US,” she explains. “The infrastructure and technological application that this system provides are both very impressive and I am very excited to one day ride this train.” In her free time, Pui enjoys adventures across the world. “Travel is one of the most rewarding experiences,” she explains. “When I wander to new places, I learn new skills. I learn to adapt to different cultures and to deal with all sorts of situations. Most importantly, I learn to appreciate nature and friendships even more.” At work or at play, Pui believes in the power of team . “Being a part of the Lea+Elliott family environment—where everyone is dedicated to the mission and shares the vision to help improve the quality of life—is crucial to me,” she says. “I am proud that we all can build something that is bigger than ourselves to serve millions of people in the world.”
